Last Sunday I started to get only 45 KBS down load on Rapidshare
and I hve a 4000/1000 speed -- I E-M Rapidshare and they hve no
problems - I then went to a firends home that has DSL [ same ISP ]
and logged in with my prem acct and got 350+ kbs - I then went
to someone else who is on cable and it was the same problem ..
I then called my small ISP and asked them to change my IP add - just
to make sure - same speed -- I got a call from the head cheese of
the ISP telling me it could not be on there end .. I then told him --
Then why does it work ok with DSL and not Cable ..
He could not ans. me on this ..
There is only one ISP up here - so am stuck ..

Welcome to the forum docooo.
You didn't indicate the time frame from your slow connection at home to the DSL attempt and then to the other cable attempt. Each time you connect to a service like Rapidshare you would get a different connection. The speed of that connection can be influenced by a lot of factors like traffic on your node with your ISP and traffic on the Rapidshare site at the time you make the connection.
It sound to me like you are only having a problem with your Rapidshare subscription. You haven't indicated any problems with any other sites.
Based on you description, it seems to me that the problem is more likely with Rapidshare, not the ISP. Perhaps there is something wrong with your Rapidshare subscription.

I checked and all is ok - I can go over to a firends home that has
DSL through the same ISP and get very good dwn load speed ..
Today I got someone else that has wifi through this same ISP
and there dwn load speed was ok --
The time frame was 2 min's on each test .. just for this reason ..
I tested and then called "them" and told them to start the dwn load
I hve done the test at 3am PST and were I live NO one is up then (-
So can not be band problems .. there are only 38 cable modems on this
ridge and it's feed via fiber back to main .. and most of the people
up here are on the slow con speed - most only get E-M from grand kids
So this to me is my ISP problem some were they MUX the 3 togather..
Tnx for the fast responce

I still think it's a problem with Rapidshare. If it were the ISP, you would be having slow speed with all sites.
When I asked about the time frame, I meant, how long from the time you had slow speed at home to the time you tried it at the other two places.
As far as your trying it at 3:00am at your location and still being slow also indicates that the ISP is not the problem.
I would suggest going to SpeedTest.net and do downloads there at various time of the day and night. It is important to do every download test from the same server on their site. If you download from different servers, the comparison is meaningless.

1: Cable modems are the ONLY one's that are affected with my ISP
2: This started on June 7th
3: I ran all sorts of speed tests - the best one is Stanford speed test
"http://netspeed.stanford.edu/"
and at differant times of the day/nite .. This all looked ok - except
for packet lose
4 Checked with someone on my ISP Wifi system and there getting
good dwn load speeds with my acct number --
So this HAS to be within my ISP some were --
Again Cable is the only problem -

does your isp offer a static ip?? do you currently have dynamic ip with auto dhcp config?
are you able to pull and post your upstream and downstream power levels?

so this worked fine until last sunday? have you changed anything, upgrades or whatever?
did you try deleting your cache- temp files , history, cookies etc, may be a long shot, but always try the easy stuff first right?

Update
The 2 BIG cheese came out and hooked up there laptop
running IE and got 350kbs - my mouth dropped .. I brough
up IE and went to same file and got 45kbs .. I have tired with
5 computers I have 2 on WIFI and even re-built one new HD - RAM -
PS - and new OS - no MS updates SP2 - STILL 45 kbs ..
So one of two things .. my ISP is throttling RS or my modem [ 3rd one in
1 week they have put in ] is screwing up ..
All this tests I have done is without going through my Router ..[ even
changed that out ]
It just does NOT make sence in that when I tired this same test at my
nabores it also was 45 kbs
I just down loaded my new map updates for my GPS and that dwn loaded
at 780 kbs

If they came to your location and got the 350k download on your connection and you are only getting 45k, the problem would have to be something in your network. If the ISP was the problem, everything you do online would be in slow motion.

my perm acct - he is also on cable ..
Were should I look ? - I can not do anything with the modem ?
Tnx for all the help - this one got me stumped ..
I also did a "tracert" to rapidshare just to see were my packets were
going - 150ms from West coast to Germany -- I then got the REAL
add of rapidshare 195.122.131.12 and put the file in at end of that
string and still the same -- I was just checking out to see if "someone"
was trying to block rapidshare ..

I'm not intending to be argumentative but look at the evidence. On your cable connection, You are having a slow connection with a single site. The ISP came to your location and connected to your cable connection and got the higher speed your seeking from the site that is slow on your computer. I can only conclude that the problem is in your computer. If you are able, post the services that are running on your computer and I will try to help you.
Network?? You are connected to your cable modem and the internet. Thats a network. I have no way of knowing what your configuration is so simply try to refer to things in a simple, general way.

Wintools .. on my Acronis back up I only hve 2.1 gig's - so u knw I do
hve a lot of programs loaded ..
I do hve a router - but for the last 4 days been running dir to the cable
modem ...
I just got done re-building another XP pro and got the same programs
in it and all working fine --
both these HD are SSD ...
I took my laptop dwn to a "hot spot" in our little town and logged
on and got 100kbs and the DNS was turn off .. makes no sence

I again went program by program [ setting restore points before each load]
and all was going good - after each install of program I did a RS test ..
I then installed my KAV and speed went to heck -- I have been running
KAV for years - only new software is the new Firefox .. strange ..
I restored all the way back to updates and got my speed back ......???

KAV = Kaspersky Anti-Virus
I do not think this was the problem -- I am total confused on
this one - seems I load a program in I have been running
for years [ no updates ] and like this AM - took wife to
breakfast and all was working just fine on my dwn loads
on RS - when I got back - it was back to 55 kbs - I made a
tib file [ Acronis ] from a fresh install - just updates and
Firefox .. started to work again when I installed it .. I am running Rollback RX
on the other computer - HATE it - but gotta find out whats going on and
getting tired of re-building the OS .. was also thinking abt getting a
program to take a snap shot of my reg's and when this problem happens
go see what took place and try and track dwn what caused it ..

If you could post what services are running on your computer both when the problem is evident and when it is not, it might help pin down the problem.
Is Kaspersky maybe doing a scan in the background when the problem exists? I don't know anything about Kaspersky but maybe they use a proxy server to scan incoming files before they get to your computer. If so, perhaps Kaspersky has a problem with one of their proxy servers.
I know someone that uses and recommends Kaspersky. I'll check with him on Monday or Tuesday.
This still sounds to me like it could be a problem with Rapidshare. You download at good speeds once and then slow again later without making changes to your computer.

It's not KAV - I got rid of XP Pro and installed my home ver on both
computers and KAV loaded in with no problems - I do not knw if
the problem had to do with Rollback RX - got rid of this program -
seems it turns off system restore and U can not turn it back on ..
What I need to find out is WHAT in windows can cause my con speed
to go dwn ?? .. what do I need to look at when this happens ..
On my main computer it's been doing ok knw for one day with
90 % of my programs I load in when I do a re-build ..
Also what in windows would cause only this one site to be throttled
as when this happens I can go to another computer - same network
and get 200+ kbs -
My ISP has E-m scanning - but always like a checker ..
I knw hve one on SP3 and one on SP2 - just to see if this makes a diff.
But all was working with eather SP2 or SP3 up until 2 weeks ago ..
What brings up another point - I can down load at 200kbs with 5 files going
at once - the first file should dwn load at 400-500kbs - this I hve done and
RS has NO problems with this speed .. but happy with what I am getting,
better than 45kbs
Tnx

The norm for me is NOT to try any reg things - but when the computer
I just got re-building went to doing the same [54] I said what the heck
do I hve to loose . so I dwn loaded TCPtimizer an ran it --
Got 495 kbs !! -- tired 4 times 30 min's apart - just to make sure
and still good
Knw I just hve to find out what the heck is changing these
settings

Hello, I have read some of your comments and you seem to be pretty advanced when it comes to cable coax's. Hopefully you can help me with my problem.
My neighbor is having construction done in his home, and they blew the power for our entire street. Once the power returned, I had no cable in my family room, I do still have it in other rooms. Comcast can't come out until early December. So I purchased a coax cable RG6 quad sheild, I hooked it up from the wall to the VCR (where comcast had their cable attached) and nothing is working yet. What exactly is it that I need to purchase? Hopefully it will be something that I can just go to the local radioshack. The cord I am replacing says tfc file no.e86650.
Can you help?

Welcome to the forum Kelly.
It seems unlikely to me that the power going out had anything to do with the loss of signal in one room of your home.
The signal fro your TV and cable internet are not connected to the power grid in any way. The modem is simply a device that allows you to connect to their network. When the power goes out, the modem powers off as does you TV's but the signal in the line is probably still alive and well unless they have inline amplifiers that may have lost power but they usually have battery backups on them.
I would suggest tracing the line in the family room back to the first splitter it connects to. That may be the source of the problem. Try moving the connections around to determine if one leg of the splitter has failed.

Kelly, you say you replaced a coax cable from the wall to the vcr but you did not mention a coax cable from the vcr to the tv. do you have it connected to the tv with a different cable like audio video (yellow, red, and white)?. if so the vcr's tuner may need to be set to ch.3 or 4 or a video output in order to view the stations on your tv. since the power went out it most likely would have reset the vcr and tv causing you to loose your settings, that why i ask.
